Abstract: The assessment of the social benefits is an important part of the technical and economic evaluation, especially about the development of mineral resource bases. This article compares existing assessment indicators and methods. Then a comprehensive evaluation model was constructed, which includes the evaluation index system consisting of four primary indicators and six secondary indicators. And the method is Delphi&ANP. Taking the Qimantage mineral resources base in Qinghai as an exampleby applying the model, the paper shows that the model has good applicability and operability. This method, as a research on social benefit evaluation method in mineral resources base, can be taken as a reference for the macroscopic decision in similar circumstances.
